Safer - Drones or Ladders? Which is really the ultimate cheap non-destructive inspection tool?

There is a cave painting in Valencia in Spain of two men collecting honey from a bee’s nest using a ladder. The painting is estimated to be 10,000 years old. So we have had plenty of time to become familiar with them.
Drones are a different story. They’ve only really been available in their current form for around five years. And even the word has negative connotations, from the association with military, “killer drones”, and of course with Gatwick 18 months ago.
But ladders are dangerous. It is estimated that 3,500 people die falling off ladders, whilst at work, across the EU, every year. Over the last five years, no-one has died from a camera-drone.
Big changes in the law around drones from 1 January 2021 mean that it will be easy to use them, without having to take time-consuming and costly qualifications, in many more places.
